I believe in college all players can run downfield on the snap during a punt. In the NFL, only the ends (gunners) can take off before the kick.

The NFL has rules on the length of socks of the players. Basically, no skin is allowed to show.
College doesn't have that rule and most teams don't wear socks to the knees. |
