Actually, it doesn't. It prohibits the online site from accepting the trasfer. In the real world this may seem a subtle distinction, but it isn't.

The UIGEA only prevemts the processing of deposits, not withdrawls, right? I've been a bit paranoid im gonna have some large amount stuck on stars.

Let's say that this is the intent of whatever regulations they come up with are designed to do.

I don't understand how this would work in practice (just generally). How effective can any such measures really be?
