Sometimes it also refers to a slowing of tempo in classical music. Here, though, retard meant retard.

retard can be used as a completely objective statement
i.e. "the trees growth was retarded by the cold weather" I am just guessing, but I think the word comes from the french verb retarder which means "to be late" or something similar. Calling someone a retard, meaning slow or dumb, is an insult, but saying something is retarded can be taken literally as meaning. It's just that the word is used so much that it has too much negativity attached to it, just like the word gay being used to describe a tv show you don't like etc.

I have several close friends with Asperger's and calling out other people like this seriously offends me. I don't think that we should rate different types of disabilities and make it ok to call out some of them.

well, i guess it doesn't bother me that David is "calling out" people with Asperger's because he doesn't even make sense. i assume his angle was that anyone misinterpreting his intent or AP's reaction to his post may have Asperger's because they generally have a poor understanding of tone and empathy. that would be definitely missing the point, though, David.
let's just refrain from naming conditions. no point, really. just call all of 2p2 stupid.
