FWIW, I think whenever the * was explained to the offender, and they then chose to whine in public, they deserve what they get if they really broke an existing rule.
On the converse side, if they talk reasonably and rationally in private, and either explain why they didn't break a rule, or show suitable contrition, then exceptions can be made. I'm sure some if not all the oot mods probably follow this anyway, so consider this a gesture of support in how you're doing your job. db
