Think about how much you'd pay to play for an hour and forty-five minutes under the "$20/hour" structure versus "$10/half-hour." This is why they are slightly different.

im confused, wouldnt $20 an hour and $10 every half hour both = $40 for 1:45?

If you're considering taking time at the start of each person's individual interval, then yes. But then 1:15 would be different.
