3betting preflop gives you control of the hand letting you take it down preflop a good amount, while also allowing you to win post-flop when you have the best hand but also allows you to win much eaiser when you don't have the best hand given we took control of the hand and our post-flop strength is much more supported.

Your preflop equity edge with 99 is enormous against the average c/o opener. You lose huge chunks this edge when you call preflop and take a flop out of position against someone who has established the aggression for the hand.

I still like a good mix of calling/folding as I think that there are other advantages of calling which this line of thinking ignores.
