Suppose two imbeciles with 60 IQs have kids. 60-100 = -40. -40^2= 1600. 1600* $100 = $160,000. Great plan!

We arent even close to recovering from the "peace dividend" balanced budget and the Reno justice system after 8 years.

Also, the bank-records of all businesses that could potentially be interested in this sort of scheme. Oh, and we'll need more policemen and need to give them the power to rifle through people's homes when they aren't around to find evidence of the inevitable black-market deals of this sort.

Don't know if anyone has mentioned this but families with children actually do get a lot of tax breaks so maybe the idea isn't so crazy as it might appear. Eliminate the tax breaks and give the kids the $5000 bond instead. If you have a kid you already get $3000+ a year as a deduction. All kinds of other tax breaks for people with kids too. Seems like it would be easy to just offer less of a deduction for kids and then use that for the $5,000 bond.
