Razor hands down.

My favourite moment of his: He's set to wrestle Bret Hart at the Royal Rumble. In those days, Bret Hart would walk into the crowd and hand over his sunglasses to some dumb kid. Right after he goes through his schtick, Razon walks to that same kid and throws the toothpick in his face. I lol'ed so hard.

As for OP: Scott Hall was the better overall character, but without Razor Ramon, there would be no Scott Hall, so its close. The fact that Hall got to operate within the golden age of wrestling and with almost no leash and in one of the greatest if not greatest storyline in history makes him the one.

Special mention to the douchebag who tries to charge some guy 5 bucks for the DX song. You really should be banned from 2+2. Have some class.

I'd say before I saw Scarface it was Hall>Razor, now it's kind of even. When the ring collapsed and he was still in it in WCW was a great moment though.
