It is a gamble to NOT take +ev situations in most cases. Especially so here as you cover both villians and would still have an above average stack if you crash.

+EV? CO raises, then you get a push AI... I'd say one of them has a PP in which you are already behind...

Even if one of them has an underpair and you can get the other one to fold, you're getting better than even money on a coinflip because of the overlay in the pot, which means it is +EV and it's not particularly close.

i put the CO squarely on AA or KK trying to get action for his hand. I believe the button has a medium pp (77-1010) trying to isolate the CO while not risking all his chips (and his tournament) with you (a big stack) still in the hand. i fold and wait for a better opportunity to pick up some chips

If you believe that every player who makes a "silly" sized raised on a short-stack has AA/KK, I want you at my table because I will abuse you to death.

CO's range here is incredibly wide. Not any 2 wide, but wide.

BU's range is probably like 55+, AT+, KQ. And it could be wider because he might think he'll have FE against the CO guy here, and thus he can resteal wider.

It is a fair point that the bubble does change things a bit even though it is low stakes. People want a reward and a sense of accomplishment for playing, and to some the cash might be relevant to their bankroll. So, you're not incredibly likely to see total silliness like Qc9c or KT etc, but I don't think this point turns this hand into a fold. You have a chance to become deep stacked and eliminate one or TWO players, and you can easily have AJ/AT dominated. Even if you lose your stack size is fine, so there's not an incredible downside to getting the money in here.
