You're taking a very America-centric stance here. Jackie being an "extremely well proven commodity all over the world" is pretty good evidence that he had in fact "made it" even though only hardcore action fans knew of him in the USA. If Tony Jaa peaks at the level of stardom Jackie Chan reached in the late '80s, he'd still be one of, if not the, biggest action stars on the planet.

That's the whole point of what I'm saying. International stardom does not come even remotely close to guaranteeing American stardom, and American movies rule the world like no other ever. You can be a huge international star at the same time you're nothing in the American market, and that's where the really huge money is.

You can be one of the biggest action stars on the planet without coming anywhere near Hollywood money. Which is what we're really talking about here.

A lot of you guys are mentioning well-known actors which is not what OP was looking for. We need real unknowns.

I'll admit not to having seen his work, but will pass on a name that's cropping up in a lot of film-buzz circles - Shia LaBeouf. Only 20, he's already gotten rave reviews and a pocketful of awards and just got the biggest break imaginable for an actor his age, being cast as one of the leads in the new Indiana Jones movie. If he's got any talent at all, and apparently he does, that should put him at the front of the pack.

Yeah, that was the name I was going to throw out, but even though he's muscled up and is ok in action roles I have trouble really believing him as tough guy, something about his voice.

Probably something between the two poles of real unknown and really really established at what seems to be a holding pattern would make most sense. There should be some upward flexibility. The only almost completely unknown guys who could suddenly become the next big star would be the exceptions who have a real singular break-out role in an upcoming flick already that will put them on the map big time, and those roles don't come around all that often no matter how talented you are.
