If everyone in the American West was doing so great before they had a state, then why did every territory form a government, and eventually become an American state?

Because everyone voluntarily decided to submit to territorial government rule and then federal government rule.

Oh wait...

I'm pretty sure that by the 1880's, these territories were falling over themselves to become states as quickly as they could.

They did great -- wiped out most of the buffalo and other animals, used force against any Injuns that got between them and any shiny metal they were after (sure, they used govt help in this matter, but they were the drivers), and persecuted those who didn't have enough hired guns to defend themselves. Utopia.
