It is a crime to deface the face of the Queen, so ripping up a postage stamp is illegal.

But im pretty sure no one has ever been taken to court, let alone convicted of destroying currency.

I've heard those postage stamps with the Queen's image are considered legal currency. In fact, I think a bus driver would have to accept it for fare.
