He didnt set anything up or rig anything. His account was frozen on FTP, others tried to log on it, then back on to their own names. Since they just tried logging on to a frozen account from that computer, their names were linked with it and were automatically frozen by the system when they tried to get back on their own names.

Most fraud heavily relies on a person's greed overcoming their common sense.

Sometimes common sense gets trumped just by being human. I'm glad you're a flawless machine, but IMO, the last thing scammed people need to hear is how dumb they were. Falling victim to the scheme is usually enough torture.
