Default \"All in.........., no I fold.\"

I was playing some restricted buy-in no limit yesterday when the following situation occured. The max buy in for the game is $200. A very LAGy player to my right bets all in to me (heads up pot) on the flop when I have top pair and meduim kick. His all in bet is for $165. I go into the tank for like 10 sec, the I announce "call". This guy then takes his $165 back and mucks his cards!!!! I look @ the dealer, and instead of saying anything to the player, the dealer intantly calles the floorman over. The dealer accurately relays the situation to the floorman. The player in question slips the floor man a $5 chip from his stack, WHICH SHOULD BE IN THE POT! The floorman's ruling: "Moving his chips into the pot across the betting line doesn't constitute a bet, the line is arbitrary, and he removed his chips before you acted, next hand"........ OMG, WTF do I do?
