His vote was also odd, considering the timing, but I have thought about it some more and I can't ascribe it to wolfy or villagery traits. (That is, I can see how either might make that vote).

the way books brushes aside cueball here is much much much much more like how books deals with wolves wagons when he is a wolf, than how he acts as a villager... which is pretty annoying because on tone he comes across VERY villagery.
