Defensive penalties on extra points have been enforcable on the kickoff for a while.

This one seems slightly excessive but there are much worse rules. Holding penalties on missed FG's are pretty rare.

Defensive penalties, yes. But offensive?

Seems like apples and oranges.

p.s. defensive penalties are enforced on the kickoff because half-the-distance-to-the-goal from the 2 doesn't help the offense at all. That is, the defense would otherwise be unpunished for say, jumping offsides.

Makes no sense because obviously they were going for the homerun since they let the clock wind down after the first down. Plus, Elam is a slow bastard and had no chance to do anything other than pick up 5-10 yards. Plus, your kicker could get hurt. Plus, Plummer could screw up the no-look pass and Seattle could scoop it for a TD. Plus, Seattle's offense sucks, so just kick the FG and go up by 6. Plus......
