Defensive penalties on extra points have been enforcable on the kickoff for a while.
This one seems slightly excessive but there are much worse rules. Holding penalties on missed FG's are pretty rare.

Josh p.s. defensive penalties are enforced on the kickoff because half-the-distance-to-the-goal from the 2 doesn't help the offense at all. That is, the defense would otherwise be unpunished for say, jumping offsides.
