When I remove heatsink what is left of the thermal compound (I never added any, stock pad/compound) it is completely dry and no longer tacky like it once was. So is it safe to say that I need to go grab some Arctic silver 5 compound and clean it off and apply the Arctic compound to stop this or have I done some damage?

Yes. Definitely don't try to turn the computer back on anymore. Hopefully once you clean it off and apply the new compound, it'll work fine. You won't really know if any real damage has been done until you try it. I've had the same thing happen before and I think as long as you weren't running it for too long without compound on the heatsink/CPU , you'll be okay.

OK. When it first shut off it wouldn't come back at all. Now it will run but CPU starts off at 55C when I get into BIOS to check and then goes up to 62C which is when I just cut it off. There is some compound on there but it isn't tacky at all and heatsink will not stick to the chip like before. Radio Shack nearby and supposed to have the arctic silver so should be good to go. Any recommendations on what to clean the other off the processor and heatsink?

I'm pretty sure you can use rubbing alcohol to clean it, but there a bunch of other things you can use too (IIRC, the instructions mention a few things you can clean it with).
