Congress schmongress! The President is the Commander in Chief of the Armed Forces! Paul could move troops stationed around the world wherever he wants. What would Congress be able to do about it? Nothing! He said this would be his first action as President in some Youtube video and that he could change the world!

IIRC the US has troops in 100 countries worldwide. And there are only 180 in existence. Out of Iraq? Never.
