if they are aware of how drawy the board is and why that should widen the range of hands they felt, why would they check the flop in the first place and risk giving a free card w/ anything they are intending to felt? I def think flop check weights their range significantly away from sets, which is enough to make bet/shoving plenty +EV if we have any FE whatsoever.
