It's really a matter of knowing your opponents. What kind of hands is he likely to call with there preflop and what will he do with them against a bet. There's really no simple general answer, but things like flop texture and stack sizes are very important for making educated guesses when you don't know that much about your opponents specific tendencies. You can C bet on a board that is unlikely to have hit the opponent based on pre-flop action. However, if you do this everytime people will catch on and will probably just re-raise you.

If I c-bet 1/4 of my stack is in the middle and I'm OOP left check-calling if I hit or check-folding if I miss. |
