Our laws don't make a distinction between skill and luck; a card game is a card game. Massachusetts gambling laws IANAL, but note that playing poker for money isn't illegal, only running a poker room is ($50 fine and not more than 3 months in jail). Also, if you lose a hand, you can sue the winner for triple damages. [img]/images/graemlins/shocked.gif[/img] That makes going all-in on a draw a lot easier.
