It's not just semantics. There are UN Treaties and those are/would be the supreme law of the land. Membership in the UN itself is not based on a treaty so we cannot derive some general "foreign aid" power based on UN Membership

my point is that the US has probably signed some UN aid treaty where the US is obligated in some way, not just to a single nation, but to many nations.
