My "other" board went through a phase where we did every theme under the sun for a few weeks, and I think the consensus was that the "general" games were more fun (and a little less exclusionary).

It actually helps me to create questions by thinking of various themes (entertainment, numbers, fill in the blank, sports, geography, etc.), then I just pick one or two questions from each. Good questions make the game, and it's really the hardest part. I'll go to OOT or watch Jeopardy or whatever to get my mind flowing for good ideas.
