Saw this morning as well. Very much a joke. The article basically says she was voted b/c of all her hype, not her beauty.

I think the "hot" refers to not only physical appearance, but who is making the most headlines - which she clearly does. So she is very "hot" in that regard.

This isn't that big of a deal, it's just a joke list anyways. The top 15-20 girls are always the ones who have grabbed the majority of headlines or who have made big splashes in movies. Nobody mentions Cuthbert nowadays since Girl Next Door is a few years old. Just the way it works. As for Fergie? Jesus... she looks like she got hit with a shovel.
