Assume "Mike Haven" was the 1 mod left, 10% of him would get voted off, so we would have less than 1 mod LDO. It would be "Mike Have"

Obviously if you vote off 10%, you replace anywhere up to that number with new people.

Much as if i had a company, say a Subways since im hungry for one right now. If i had 10 sandwich artists (lol, still love the pretenciousness of such a job title) - and if i had a policy of removing the worst two every month, it means im left with my best 8 every week, but ill still put an advert in the job centre and hire two more people.

Actually, if you kept reducing by 10 percent each month, assuming you rounded to the nearest whole mod, you would never go below five mods. Do you see why I like hamburgers and french fries but not (NOT) ketchup?
