Anything that strengthens your legs is going to increase your jumping ability, but ankle weights aren't geared specifically towards jump strength. (Think about what muscles they're strengthening.)

Squats and plyometric box jumps (like leetzor said) are the best for helping you jump higher. Ankle weights are great for short bursts of speed and conditioning, much more important IMO. Jumping high is one of the most overrated skills in basketball.

EDITED TO ADD:

Important stuff. When you start doing plyometrics make sure you talk to somebody first and do them with that person/coach. It is very easy to get injured doing these. (Repetitive strain injuries like tendinitis and jumper's knee)

Plus, with the ankle weights, start with a light weight, as little as 1 lb. per leg, and work your way up. Don't work out with a heavy weight (3 lbs. +, trust me it's a lot) until you work your way up, or are doing something that doesn't tax your joints like going for a walk. (Just gong for a brisk walk with ankle weights on is a great workout)

Plus, especially when doing the above, STRETCH. Flexibility is the core of strength and essential to preventing injury. Avoid repetitive strain injuries and back problems is absolutely crucial when doing all of the above.
