I used to worry about this. When I was young I was the poor sop who was the friend of girls. I always worried about messing up the friendship if I made a move. Guess what? I'm not friends with any of them anymore, seeing as they all got hitched. Make the move. Be confident.

I'd say you could get away with getting her a flower or a card just because it happens to be Valentine's Day soon. This would be a big no-no if it wasn't for the holiday. It is extremely important that you don't go overboard and make it look like you are already swinging from this chicks coochie hairs.

I would go for the day before and be sure to include Happy Day Before Valentine's Day or something similar on the card. Just play it as a joke and I think she will dig it a lot. It shows you are a funny dude and actually listen to what she says. Chicks dig that stuff.

Man, just ignore all the advice in this thread and do whatever feels right to you. She knows who you really are and has already made her decision. Getting her flowers on Valentines day as opposed to the day after, or a bouquet instead of a single flower won't make a difference. Just show her that you care about her in whatever way you think is best. Basically, don't play silly mind games and go for it.
