You don't have to close all the oblivion gates if you don't care to do so. In fact, you don't even have to close many of the gates. I think you have to only close 1 great gate to complete the main quest.

Also, without closing all the other gates, it probably makes it much harder. Just having the extra bodies as distractions makes it much easier.
