While I won't credit him with being the best, I think an honorable mention should goto Charlie Hunter, who plays bass and guitar at the same time. It's very interesting to watch, and while there are better videos to see him do it clearly, here's a fun one.

From a purely technical standpoint, Yngwie Malmsteen has everyone crushed. He has some harmonic minor runs under his fingers that I don't think any one else is even capable of. Sure, he's a fat slob and, from what I've heard, not a very nice person, but it's hard to deny how good he is. He also gets major points for being a Neo-Classicist. And yes, he can also pull out the blues drenched, pentatonic based classic heavy metal licks when it is appropriate.

Also, Herman Li of Dragonforce is someone to look out for.

Can't believe no one mentioned Petrucci. It may be blasphemy to point out, but he could probably play circles around hendrix, SRV, the whole lot.

I concur wholeheartedly. Props to Hendrix and Stevie Ray, but these new young guns have the benefit of hearing all the classic records and ripping of the vocabulary of the grandfathers of the genre. This combined with what is sometimes a more strongly rooted basis in the theory of various types of "rock and roll" and in general, music (i.e. Yngwie being a Neo-Classicist), means that a lot of these guys are very thirsty for something new and as a result, will become increasingly technically proficient and inventive.

That said, I still like Yngwie more, although I'm open to having my mind blown.
