Why not wait till the Congress is back in session.

Then go into the office buildings (Longfellow, Rayburn and Cannon, etc..) and pass out stuff to hand to each Reps office. This is a Public building at every citizen has a right to enter. (you will have to go through security like the airport) no appointment needed with any rep.

Or set up a table outside of the office buildings (a high tourist area..) (South Capital Metro stop) and just hand out the literature. Maybe get 2+2 and PPA, and etc help here.

There are sites that will hand deliver these letters but it gets expensive ($8.95) Someone here in the DC area can do this for us for the cost of the paper, ink and the $3 or so for the metro ride.
