The computer in Mario Tennis is pretty exploitable on any level. It's tough until you figure it out though.
I've never beaten Halo 2 on Legendary. I don't think I've gotten past the second level actually. I'm not terribly good at it though.

I remember the second level of Battle Toads 2 with the hover boards being ridiculously difficult. Same for super ghouls and ghosts. I don't think you could beat either of these without donating a seriously unhealthy portion of your life to the games.

Technically, graphically, yeah, they were "better" games, but I stand firm with TMNT as one of the top 5 NES games ever.
