If you can't borrow from someone and have to bet without chips, the best course of action is to state the amount of the bet; "Two hundred" or "I bet two hundred"

I have seen this on many times at the Bellagio. They usually will let Player A call.

Since the dealer did not do this, it seems like player A was indeed exposing his hand on a check-check showdown; if he has not yet seen player B's hand, and player A's hand is known to all players, I would rule he's allowed to call.
