anything more than 3 buttons is retarted and not stylish is anyones view. i was making two recomendations.
either 1- get something a little more updated, for example etro, paul smith, Z Zegna, etc.
or, conversly, if he wants or needs a classic look, for an interview etc get something a little nicer that will really last, look good and impress your interviewer, ie hicky freeman, or something of that ilk.
i just have a strong distain for jos. bank product.

where do you recommend going to buy these?

around how much should I expect to spend?

btw - I'll be a first year attorney next year so I'm looking for suits to go to court and meet with clients. I don't mind spending money on suits, but I would like a good value.

there are two possiblilites.
1 - if you have more time than money, which i doubt for someone in your position, spend time going to rack type stores, nordstrom rack and nieman marcus rack, which is called last call. at nordstrom i would look for hickey, zegna, faco and canali products. mainly hickey. at last call zegna, the higher end aramini, not the knock off labels, and generally thier higher end prodcut, no hugo boss, at least i think it is poor quality and overhyped.
this stuff depending will range from 300s to 1000+

2- easy safe more expensive option
Nordstrom, now, annivesery sale, hicky freeman basics are 800, for a super 130s suit which is really good quality and will last.
