Can't see this happening because I don't see how the Corp or PA would see a significant edge. Wasn't the idea behind Beal vs. the Corp that the Corp felt as if combined eventually they had a big enough edge over Beal to take the risk. I can't see PA having a huge edge over the Corp (maybe some members), and I can't see the Corp having a big edge over Beal...so I don't think it would ever happen based on this reason.

By edge I mean poker edge, clearly P.A. has the advantage in terms of controlling the weather or choosing whether people live or die.
