nut flush facing a very strange river bet--- push/call/fold?

When people make the same bet amount on the flop and turn they are almost always on a draw and they are betting cheaply to try and hit it. Villain was scared that if he checked you would bet too much and make him fold so he just tossed out a couple confusing small bets trying to hit

Before you said his hand was J10 I was almost positive he had a lower flush, but the straight makes sense too.

Oh, and reraise the flop like many have said already.
