What an odd question. Bets in NL can be any size down to the BB, even if previous bets i.e. opens were bigger. Raises must be same or larger. Were you just using slightly imprecise language?? Unless I am missing something, there were no raises smaller than the bet preceding it, where a raise is a second action on the same street.
