You need to relax. You almost surely don't have herpes. I don't really understand your post, but if this is post-shaving, it's just irritation. Also, shaving increases your chance of getting some infection because of the opening of the pores so perhaps you picked up something relatively benign.

Herpes can show up in the area you are concerned about; in fact, it can show up pretty much anywhere on your body where it has the opportunity to get through the skin. But this is not your problem.

If it's that much of a problem, go to a doctor. If you can't afford a doctor, try Planned Parenthood or any sort of free clinic.
