Just don't let him affect your life. Don't count on him for anything as he's clearly not reliable. You can still offer to do things with him, but if he doesn't show up, don't wait for him.

If you really value the friendship you can play games, like telling him to show up at 7 when you really want him there at 8. But if he cared about you he wouldn't be pulling this crap on you in the first place.

It's OK to be the easily distracted, always-late type of person. But don't waste other people's time by lying to them and saying you'll be on time, when you won't be. Especially after specifically being asked to tell the truth about it.
