I'm about to do it. From what I gather, you buy stuff and then you send them the receipts and they reimburse what you spent into your Stars account. It's 62K FPPs/1K USD, minimum of 186K FPPs.

Just send them a scan of your bill, then you can basically trade fpps for cash, 31k fpps: $500.

1.61c/fpp is the best rate you can get if youre not getting the cars.
