Surely the call was made easier by the ball boucing back, that could only have happened if it hit the top of the fence, which is in play.
You would assume that another inch and it could have still hit the top of the fence but bounded onwards (though I guess the design of the fence is trying to minimise this happening), where it could have been incorrectly called a homer.
