Does it change if it's not your employee but rather someone you pay for a service, say a housekeeper?

Nope. If a housekeeper is cleaning 10 houses and loses you, it does you both good to tell her why you're letting her go.

As for the workplace, I'd plant some sort of contraband in their workstation and then conduct a "surprise inspection" when they come back from lunch.

You should be as honest as possible. Don't include any reasons that cannot be supported by documents or evidence. It isn't worth saying something like, "also, you have a bad attitude toward our customers" unless you can produce several recorded complaints or lost contracts. Otherwise you risk getting into some sort of debate or lawsuit where the person produces several customers who say "what do you mean, he/she has a great attitude!"
