it looks a lot like 45. you can push if you think he will fold, or whatever. i think you're behind often enough that thinking about a bluff might be a very good idea, but only you really know his folding frequency.

just deleted all the stuff about folding turn, miscalculated pot, didn't see 3 way action. as played, call turn fold riv unimproved (check behind) unless he lays down enough to bluff all in here.

I don't get how you can like a river push in Hero's spot and think checking the river with a 9 in Villain's spot is horrible. The two are mutually exclusive.
