He is NEVER folding kings, he is never folding a Q or an A, so why raise??
Also, it's not likely he is leading this flop when he has kings.

I've seen soooooooooo many people fear an ace after a pre-flop raise that they would auto-fold kings here, probably to a turn bet after a flop raise.

In fact, it's probably the right move.

To say no-one will EVER fold kings is quite a strech imo.
