If you bet $16 and he calls the pot will be $56 on the river and stacks will be $35 making for a 2/3 pot bet. Betting this much on the turn is going to scare lots of hands, that otherwise would payoff, away.

and the flop c/r size is almost as bad

I don't think its the best play but I don't mind it nearly as much as the turn bet size.
