Because he is less likely to call a preflop raise with those hands.

Just because they are in his range preflop doesn't mean they are still in his range when he makes this action on the river.

With the price he is giving you it boarderline, I would lean more towards the fold but there are hands that you beat that he might play this was as well: AJ, KQ, KJ, missed flushed draws. Really depends on timming tells, or in this case by the way he is carying himself. But I would fold without any information.

Villain bets 350, folded around to me. There are a few hands I can beat here and I'm getting a good price. And there aren't too many hands that he would be value betting here after the flop and turn action. On the other hand, do people ever bet that small in this spot when they are bluffing? I guess it could be a blocking bet with a low pair, but I don't think he would think to do that.

Just fold and move on. Seems silly to try and pick off a bluff here when Villain can have any number of hands that hit the board by the river, and he's described in the OP as "weak and passive".

I would fold since he's leading out with 3 to act. If it was the 2nd limper, I'd be more tempted to snap off a bluff. People also love to slowplay live so he can show up with a multitude of big hands. Asssuming a live player bets out the flop/turn with QJ is a mistake as well IMO. Is he ever bluffing here? yes.........enough to call here? no.
