I see it so often at this level, stubborn 88xx/77xx (especially if they have a weak flush draw as well) or something hoping the board pairs, knowing you are betting your made hand here. They will not call on the river but they might push over the top, especially if you try some block bet, and they might bet if checked to hoping you have a scared straight.

I could be way off here and he might have been calling with the naked nut flush draw. But with no reads this would be a big lay down for me.
