You leave yourself a decent amount behind if you fold. It's very possible that you're up against AK on the button and the CO range is much wider/beatable with QQ. Flip a coin and shed a tear, it's close IMO, but I lean towards folding.

250 isnt a "bad" raise size, but raising more allows you to play for stacks very profitably in a lot of situations where 250 misses value in the same spots.
