It is an EP TAG raiser not some loose idiot. This guy either has a pocket pair bigger than yours or big cards. He may very well cap the betting. You are not holding JJ+ you have 99. At this point play it for set value and keep the blinds in and not isolate yourself against 3 other players which is probably the worst situation for a medium pair.

Stop misapplying the concepts from the books you are reading. Yes you should exploit your preflop advantages. This is not one of them.
