I have no idea.. I was pretty pissed that I was charged but eh, it was only $10. It's the Commonwealth Bank of Aus and well the name basically has commie in it so I'd expect no less from our government. International transaction fee or some such thing was their excuse.

As for getting approved for cheque withdrawal, I just scanned my bank statement/photo licence (back/front all on a separate A4 size page) on like a 10 year old scanner and shipped them as .jpg attachments in a reply to their message.. Approved within 48 hours.

If you fax it, it will not be readable. You have to scan it and email it.
