That's in the range of hands a 28/14 would call with from the CO.

I'm not saying that he holds a 7, i'm saying that he can't really push with worse. So if you do bet turn and he pushes, you can figure to be about a 2.5:1 dog. So its pot odds really.

Yeah, that's what I'm thinking. If you're playing the guy a lot it really doesn't matter if he calls, c/r all in here will both discourage him from being so obnoxious in position and set up some very profitable situations down the road.
